La thèse porte sur la construction en train de se faire, au cours des années 2010 en France, d’un nouveau problème public : le « harcèlement de rue ». Pour mettre au jour ce processus, elle mobilise des méthodes variées (observations, entretiens, analyses documentaires et de presse) au service d’une enquête multi-située menée entre médias, militant·e·s féministes, actions publiques nationales et locales, et polices. Tout en montrant les contributions de chacun d’elles et eux à la fabrique du problème, la recherche met en évidence les interactions et rapports de pouvoir entre espaces et acteur·rice·s, pour expliquer les modalités spécifiques de construction de ce problème. Elle éclaire ainsi la façon dont un sujet qualifié de genré devient cadré comme un problème également spatialisé, racialisé et sécuritaire. Enfin, elle conclut, malgré la rapide montée en puissance et mise en loi de l’enjeu (avec la contravention d’outrage sexiste), que la construction du problème reste inaboutie et fragile.
Abstract (EN)
This dissertation focuses on the construction of “street harassment” as a new public problem in France during the 2010s. It relies on a variety of materials such as observations, interviews, and documentary and press analysis, as well as a multi-sited survey investigating media, feminist activists, national and local public policies, and police forces. On one hand, this research sheds light on the roles played by each of these spaces and actors to the process of construction of the public problem. On the other hand, it questions the extent to which the interactions and power relations between them participate in understanding the specificities of this problem. It addresses the process through which an issue that is defined as gendered is also framed as a spatialized, racialized and security problem. Eventually, this thesis shows that despite the swift development of the issue and its rapid penalisation with the creation of a new offense entitled “sexist insult” (“outrage sexiste”) the construction of the problem remains incomplete and precarious.
